World for a base have been unable to come to teams for a common definition of terrorism as evident in halted discussion on CCIT1996. 'My terrorist v/s Your terrorist' (1) Each nation, due to unique geopolitical condition & domestic conditions, has its own parameters of defining terrorism. [eg Syria] (2) Presence of state sponsored rebels & insurgents complicate the distinction. [eg Houthis of Yemen Iran] (3) We use geopolitical status to halt designation of terrorists. [eg China's vetoes for Pakistan based terrorists][HPKZ Sased]

[Strategies required] Unified approach → bring countries to realise the essence of terrorism i.e. killing of innocents & property destruction Comprehensive approach → which includes [Organised crime by D-touring & transnational networks [eg ISIS] → Cyber terrorism etc] Rules based approach → common definition → use of technology [eg AI for social media detection] Operationalize operationalise on CITI996 → No funding → strengthen FATF → Organised crime → strengthen INTERPOL & UNICTOC Hence, ideas of Intellij declaration which prohibits terrorists to use technology etc need to be followed.
