Enlightened Justice NA Palkhivala calls the preamble the 'identity card' of the Constitution laying down its objectives as well as being a yardstick for measuring development.
Ideals of the Preamble:
Achievement of Ideals:
(ii) Socialism & nature - equality fulfilled broadly through Articles 14, 15, 16 as well as welfare programmes
(iii) Justice → Economic - A-29(b) calls for equitable distribution of community resources, social - through social fundamental rights, vertical - through constitutional law & Panchayat law
(iv) Fraternity achieved through fundamental duties A-51(A) & restriction like A 'penalty' in fundamental right. However, few are lagging in some areas:
(iii) 7-8% wealth with top population against equality
(iii) Rising communal violence against fraternity - a herculean effort
Thus while significant achievements have been made, more is to be done to fully realise preamble.
