Parmal is a small underdeveloped district with rocky terrain, subsistence agriculture, adequate rainfall and an irrigation canal; Amria, its administrative centre, has a district hospital, ITI and skill centres, but poor connectivity kept industry away. The state offers a 10-year tax holiday. In 2010, industrialist Anil set up Amria Plastic Works (APW) in Noora village, trained local key labour, drew the workforce fully from the village, shared large profits to improve village life — greener village, renovated temple, bus services, health centre, primary school, CSR-funded women's self-help groups, subsidized education, an ambulance. In 2019 a minor fire revealed excess electricity use, quickly rectified; during lockdown Anil paid all employees regularly, employing them in tree plantation. Critically analyse the story of APW and state the ethical issues involved. Do you consider APW a role model for development of backward areas? Give reasons.
